Deze regelgeving verplicht de aanvrager om gemeenschappelijke veiligheidsmethoden toe te passen zodra een systeem onderhevig is aan significante veranderingen van technische, operationele of zijn aangenomen in een lidstaat en die spoorwegveiligheids- of technische vereisten bevatten, anders dan die vastgesteld door Unie- of internationale regels, en die van toepassing zijn binnen die lidstaat op spoorwegondernemingen, infrastructuurbeheerders of derden. In het kader van het op de markt brengen of in gebruik nemen van structurele subsystemen, heeft de DeBo-missie tot doel de conformiteit te beoordelen met betrekking tot de eisen van de Nationale
