Patrik brings more than 20 years of experience in the Rolling Stock sector, having worked both on the supplier side and within client organizations. He has led large and complex projects at the intersection of technology, commercial frameworks, and regulatory requirements.
With extensive international experience from projects and collaborations in China, India, Germany, and Spain, Patrik combines a strong global perspective with a deep understanding of the Swedish market.
Patrik holds degrees in Engineering and Business Administration, and has also studied Law, further strengthening our ability to manage complex projects and business models.

Ardita has long and broad experience in the HR and finance sectors and has worked as a consultant for several years, where she has both run her own business and worked within the municipal and private sectors. She has specialized in the psychosocial field and has led major issues regarding wellbeing on the workplace.
Furthermore, she has worked extensively with various HR-related issues and finance-related matters, such as budgeting and cash flow analyses.
Internationally, Ardita has extensive experience working within the Nordic market, where she has assisted with HR and finance and consequently has a strong understanding of the Nordic market and its legislation regarding labor laws and finance.

Farhad has approximately ten years of experience in the railway sector and has worked in several roles spanning signalling, RAMS, CSM‑RA and technical project management.
He has worked both on the supplier side, in large international signalling projects, and as an advisor to authorities and operators across Scandinavia.
The combination of technical breadth and experience from the entire system lifecycle makes him particularly proficient in complex and safety‑critical project environments.
With experience from projects in Sweden, Denmark and Norway, Farhad has worked in roles covering both onboard and trackside systems — from CBTC installations and ATP deliveries to ETCS upgrades.
In his role as a RAMS advisor and CSM‑RA practitioner, he supports projects with risk management, safety justification and compliance with EU Regulation 402/2013.
He has also worked as an AsBo assessor, where he previously performed independent assessments of risk processes and safety documentation for organisations such as Trafikverket, Stadler and Norske Tog.
This combination of operational safety work and former independent assessment gives him a valuable dual perspective.
Farhad holds a Master of Science in Electrical Engineering from the Royal Institute of Technology (KTH) and has extensive experience with the CENELEC standards EN 50126/128/129.
His background combines technical leadership, system understanding and safety expertise, contributing to robust deliveries within both rolling stock and infrastructure.

Fredrik has more than 15 years of experience in the engineering and rail sectors, specialising in project management, rolling stock procurement, and contract management.
His experience spans the full vehicle acquisition lifecycle, including requirements definition, procurement, delivery follow-up, verification, acceptance, and contractual compliance.
He has worked extensively in technically advanced rail projects involving railway rolling stock and RAMS processes, with strong expertise in managing the technical, commercial, and contractual aspects of complex assignments.

Fredrik has solid strategic and operational expertise as a manager and specialist in risk management for both small and large, complex infrastructure projects, with both short and long project cycles.
He has a strong ability to interpret, structure, and communicate requirements and best practices in order to enhance efficiency and ensure quality in project delivery.
With a background in climate and environmental studies and a Master’s degree from Stockholm University, Fredrik has nine years of professional experience in environmental and quality management (ISO 9001 and ISO 14001), risk management (ISO 31000 as well as internal governance and control), and occupational health and safety, primarily within the infrastructure sector.
He has worked in various roles including contractor, subcontractor, client, and consultant, with experience aligned to standards such as EN 402/2013, EN 50126, EN 50128, and EN 50129.
For several years, Fredrik has acted as a manager responsible for risk management across projects ranging from small to large and complex, including projects with annual revenues exceeding SEK 5 billion, as well as maintenance, operations, and asset management projects. This has involved executing all phases of the project lifecycle, from planning through to handover and acceptance.
With responsibility for risk, safety, occupational health, and quality, Fredrik has also led competence development within organisations (employees, consultants, and managers), as well as ensuring quality assurance of project delivery and follow-up both internally and with suppliers.

Isak Holm is a Senior Consultant specialized in railway signalling. With his experiences from electro
engineering and railway signalling together with solid academic background, Isak provides a well-established competency in railway signalling.
Isak did his thesis work at WSP in ERTMS signalling design.
Through Isak’s duties as lead signalling designer and unsupervised designer for technical signalling
requirements, a good overall and detailed knowledge of the functionality of the signal system and its
interface with other systems has been obtained.
Isak’s experience as third-party auditor (ISA and NoBo) has provided a great understanding of approval

Mikael is a senior consultant with 25 years of work experience, of which 14 years in the railway sector and 6 years of in-depth experience of IEC/EN standards. He has broad and deep technical expertise in delivery projects, commissioning, quality, inspection, documentation, verification, testing, troubleshooting and operation and maintenance issues.
With a genuine interest in technology and the environment combined with strong analytical skills, Mikael is a solution-oriented specialist who can quickly get to grips with complex tasks. He acts independently but also thrives in close collaboration with colleagues, suppliers and clients.
In his work, he always puts the customer’s needs at the center and strives for high quality, good communication and well-founded decisions.

Accreditations
CERTIFER Nordics holds two accreditations with the Norwegian Accreditation body.
Notified Body (NoBo)
We are accredited as a certification body meeting the requirements in EN ISO/IEC 17065. The accreditation is based on Directive (EU) 2016/797 on the Interoperability of the rail system within the European Union (IOD) and the ERA document MNB – Assessment scheme, 000MRA1044 version 2.0 December 2022. Our accreditation covers all structural railway subsystems as defined by the Interoperability Directive:

Assessment Body (AsBo)
We are accredited as an inspection body type A meeting the requirements in EN ISO/IEC 17020. The accreditation covers the normative document Regulation (EU) No 402/2013 on the common safety method for risk evaluation and assessment, as amended in Regulation (EU) 2015/1136. Our accreditation includes all five subsystems listed above for NoBo and traffic operation and management, maintenance, and system safe integration.

Appointments
CERTIFER Nordics is appointed NoBo by the Norwegian Railway Authority (NRA). The appointment covers the inner market of EU and the European Economic Area (EEA).
We are registered in ERADIS – European Railway Agency Database of Interoperability and Safety, as an accredited Assessment Body (AsBo). The registration is made in Norway. With this registration CERTIFER Nordics can operate as AsBo in the inner market of EU and the European Economic Area (EEA).
About our assurance services
Notified Body (NoBo)
Our NoBo service follow CERTIFER Quality Management System (QMS) which fulfills the requirements set by the accreditation. As a NoBo we are also legally required to follow RFUs issued by the NB-Rail Coordination group. The RFUs can be found on this web site: NB-Rail | Home
It is the responsibility of the Applicant to select the Module(s) to be applied for a NoBo project. The Module options are specified in the relevant Technical Specification for Interoperability (TSI) and described in the Commission Decision (2010/713/EU). When the Module(s) are selected it defines the methodology and process to be used by NoBo from start to end and the relevant certificate(s) are issued.
The applicant is recommended to select its preferred NoBo early in the project. It is important for all projects to verify the requirements in the design phase. It may be expensive and time consuming to correct errors late in a project.
CERTIFER Nordics have established its tailormade working tools, as requirement matrix, forms etc. to make the NoBo process as effective and informative as possible for all parties.
As we have included in our accreditation the possibility to perform inspections, audit / approval of quality management systems for production and measurements of sound, light etc. we can deliver these services if the Applicant select to also use CERTIFER Nordics for this purpose.
As part of the NoBo project we will upload the certificate(s) to ERADIS (European Railway Agency Database of Interoperability and Safety).

Assessment Body (AsBo)
Our AsBo service follow our Quality Management System (QMS) which fulfills the requirements set by the accreditation.
As for NoBo, we have the required competence to take on any project in the need of an AsBo. We cover the following areas as specified in ERADIS:

- Rolling stock
- Traffic operation and management
- Maintenance
- System safe integration
If you or your project has evaluated the project to be classified as a “significant change project” according the CSM regulation or the relevant Technical Specification for Interoperability (TSI) requires an AsBo, we are ready to help.
As for NoBo, the AsBo should be selected and involved in the project from an early stage. AsBo will assess the risk management process. The general principles applicable to the risk management process is described in Annex 1 of the CSM Regulation 402/2013.
When the project is in the final stage and the result of the AsBo assessment is positive, we will issue the final Safety Assessment report (SAR).
Designated Body (DeBo)
CERTIFER Nordics are appointed Designated Body (DeBo) for subsystem rolling stock by the Norwegian Railway Authority (NRA) in Norway. As DeBo in Norway for rolling stock we ensure compliance with nation technical rules in Norway.

Independent Safety Assessor (ISA)
The basic criteria for our ISA service are normally the CENELEC EN50126, EN5018 and EN50129 standards (Reliability, Availability, Maintainability and Safety, RAMS standards), against which the safety engineering of railway products and systems are assessed.
The CENELEC EN50126 and EN50129 standards reference further to other standards CENELEC standards as EN50657 for software, CENELEC EN50159 for communications and CENELEC EN50121 for electromagnetic compatibility.
The main market for ISA services is railway signalling and related areas. This service is mainly of interest for designers, manufacturers, or users of signalling systems to ensure their products meet RAMS requirements.
In Scandinavia, the ISA team normally approved by the National Safety Authority (NSA) in the relevant country, per project.

Our railway team closely monitors the development of EU legislation (directives, regulations and decisions), NB-Rail Recommendations for Use (RFUs) and applicable standards to make sure our knowledge is at the forefront of industry trends.
